Changeover, and now it pumps nothing

A silo changeover just finished, the operator lined up the new silo and hit START on P-101, and the HTST balance tank is getting nothing at FT-101. It presents as a process problem: "we changed over and now nothing comes through." The HMI shows the valves open and the pump running. But the panel isn't the only witness on this skid: there's a local compound gauge at the pump inlet, a clamp meter, and the cast rotation arrow on the volute. Triage the domain first, then pin the fault.
