Weak vacuum, but why?

The case erector is dropping cases again, and this time nothing is obvious: the cups look fine, the machine cycles normally, and the gauge at the cups just reads low. At least four different faults produce exactly this picture. Probe the system, narrow it down, and commit to a diagnosis.
